Fettburg Financial Policy Addendum

The following financial policy addendum is proposed but not yet ratified.
General guidelines on branch-level spending are laid out in section B.3.a of the Kingdom of the West Financial Policies. The following addendum defines additional financial policies for the Barony of Fettburg.

Financial Committee

In accordance with section B.3.a.vii of the Kingdom financial policies, the composition of the Fettburg financial committee (Council of the Exchequer) will be as follows:

  • Baronial Exchequer
  • Baronial Seneschal
  • Baron and/or Baroness (who shall vote as one)

Poll of the Populace

Under certain circumstances the following Baronial financial policies require that a poll of the populace in attendance at a regularly scheduled Baronial business meeting (hereafter referred to as “poll of the populace”) be called for. The Baronial Seneschal (or designated representative) shall be responsible for calling a vote at the first business meeting that has a majority of the current Baronial officers who are in good standing in attendance. The poll shall indicate the consent of the populace if a simple majority vote is in favor of it.

Spending Limits

The Financial Committee shall take a poll of the populace for any expenditure that exceeds $250 unless the expenditure must be made prior to the next business meeting.

Baronial Office Budgeting

A Baronial Officer is responsible for creating a budget which details any proposed expenditures for the upcoming year. The Officer (or designated representative) shall provide this budget for a poll of the populace three (3) months prior to the beginning of the fiscal year. Should the populace provide their consent, the Financial Committee shall vote to either approve or reject the budget within one (1) month. If the budget is rejected the Financial Committee should provide an explanation as to why the budget was not approved that is sufficient to guide the Officer in making necessary adjustments.

Baronial Event Budgeting

The Autocrat of a Baronial event is responsible for creating a budget which details the proposed expenditures and expected income for the event. The Autocrat shall provide this budget for a poll of the populace no less than three (3) months prior to the event. Should the populace provide their consent, the Financial Committee shall vote to either approve or reject the budget within two (2) weeks. If the budget is rejected the Financial Committee should provide an explanation as to why the budget was not approved that is sufficient to guide the Autocrat in making necessary adjustments.
